Government of Telangana is actively promoting the planned development of urban areas within the State by incentivizing the development of approved layouts and integrated townships through joint public and private initiatives. An issue that has been noted is the existence of numerous unapproved and illegal layouts that are in direct violation of the Statutory Development Plan/Master Plan and Layout Rules. These non-compliant layouts often lack proper development standards and essential infrastructure like adequate roads, street lighting, and drainage systems. The unauthorized division of land into building plots is undermining the objective of strategic development, hindering the planned expansion of services, and depriving local communities of essential amenities.

In an effort to address this issue, the Government has previously introduced a scheme for the regularization of unauthorized layouts. However, this initiative had limited success as it relied on voluntary compliance from plot owners, with no provisions in place to deter those who did not come forward for regularization. In light of these challenges, the Government is now introducing the Rules for Regularization of Unapproved and Illegal Layouts to integrate all irregular areas into the framework of planned development. By providing essential facilities in these areas, the aim is to enhance overall development at both the local and city levels, ultimately improving the quality of life for residents.
